Cradle-to-grave government contracting services.
From the first market scan to the final proposal revision. We are not staffing. We bring the process, the tooling, the templates, and the practitioners, and we run them alongside your team.
Who this is for
Entering the federal market
Small and mid-size businesses that lack in-house business development, capture, proposal, and teaming expertise.
A pipeline and no engine
Companies where the opportunities are known but nobody owns the capture.
Technical firms
Software, DevSecOps, and GEOINT companies that need someone who can translate a technical product into a compliant, evaluated proposal.
Federal is our home ground. We also run state and local pursuits for clients who need them.

How a pursuit runs
Our five-stage process. Each stage has entry criteria, a review, and a named output.
1. Opportunity assessment and qualification
Identify and qualify opportunities against your strategic goals; customer and market research; competitor analysis and probability of win; high-level capture plan.
2. Capture strategy
Build relationships with decision-makers and shape the opportunity early; define win themes and discriminators; establish teaming and identify partners; refine the capture plan with customer insight, technical concepts, and pricing strategy.
3. Pre-proposal planning
Detailed roadmap for customer engagement, solution development, and pricing; finalize teaming, staffing, and compliance planning; Black Hat and Blue Team reviews; resources and tools ready before the RFP drops.
4. Proposal development
Kickoff with a clear vision, schedule, and roles; compliant, compelling, customer-focused content; iterative color team reviews (Pink, Red, Green, Gold).
5. Submission and follow-up
White Glove review for formatting and compliance; submission; Evaluation Notice and Final Proposal Revision support; debrief requests to feed the next pursuit.
We install the process
Our Managing Member authored the Bid and Proposal Guidebook still in use at a federal engineering firm. We tailor and install that governance in your company: phases, gates, color teams, RACI, templates, and a searchable content library. When we leave, the process stays.
Phase and gate discipline
- Gate 1 Qualify: 18 to 24 months pre-RFP
- Gate 2 Capture: 12 to 18 months pre-RFP
- Gate 3 Proposal: no later than one week after draft RFP
- Gate 4 Submit: post-Red, pre-Gold
- Submittal, debrief, and closeout
Color teams we run
- Black Hat and Blue: competitive and solution reviews before the RFP
- Pink, Lime, Red: content and compliance reviews during development
- Green: pricing
- Gold and White Glove: final executive and production reviews
